No. This is Energy Discharge . Their body is flooded with adrenaline, and they are trying to manage the overflow before the whistle blows.

Common Discharge Behaviors

If you see these signs, the individual is communicating that they are overwhelmed. It is an invitation to help them regulate, not to discipline their movement.
