Understanding Status Indicators vs. Quantitative Data Measures
System: PCG EdPlan
Standard: IDEA 34 CFR § 300.320
The Core Difference: "In Progress" is a categorical status indicating active instruction, whereas "Developing with 70% Accuracy" pairs an evaluative stage with an empirical, legally defensible data point demonstrating actual proximity to mastery.
Status Code Dropdown Selection
"In Progress" (IP)
A qualitative, administrative descriptor confirming the student has been introduced to the skill and is receiving regular intervention, but has not yet met target mastery.
- No data metric: Does not reveal if student is at 10% or 79%.
- Non-defensible alone: Fails IDEA's mandate for measurable reporting without narrative proof.
- Function: Serves as the overarching progress code.
Data & Descriptor Quantitative Rating
"Developing w/ 70% Accuracy"
A blended clinical rating that identifies the acquisition stage (Developing) and attaches verified assessment data (70% accuracy) toward the annual criterion.
- Explicit baseline: Shows exact current performance relative to the target goal (e.g., target: 80%).
- Audit-ready: Provides parent-friendly proof of growth between quarterly reporting periods.
- Function: Best entered in progress notes and data fields.

The Recommended Formula in EdPlan
In EdPlan, best practice is to select In Progress (or Satisfactory Progress) in the dropdown, then write "Developing with 70% accuracy" in your narrative using this structure:
1. Status Code In Progress / Developing
2. Exact Metric 70% Accuracy (avg across 4 trials)
3. Condition & Tool Given verbal prompts / 1-on-1 probe
4. Trajectory Expected to meet 80% annual goal
Exemplar EdPlan Note: "Status: In Progress. Student is currently developing this skill, demonstrating 70% accuracy on weekly 2-digit addition probes across 3 trials (baseline: 45%; annual goal: 80%). With current small-group intervention, student is on track to master this goal by annual IEP renewal."
Compliance Rule of Thumb: Never leave "In Progress" without a data percentage or trial count in EdPlan.
