Target Cycle Dates:
1
Phase 1: Student Eligibility & Readiness Verification
Universal Screening Data Confirmed: Student scores fall between the 10th and 25th percentile on universal screener (e.g., DIBELS, MAP, i-Ready) or exhibit 2+ consecutive quarters of below-grade benchmarks.
Tier 1 Core Instruction Fidelity: Documented at least 6 weeks of differentiated core classroom instruction (small-group reteach, scaffolding) prior to referral.
Discrete Skill Deficit Pinpointed: Identified precise target area (e.g., phonemic blending, multi-digit subtraction, task initiation) rather than broad subject struggle.
Exclusionary Factors Screened: Checked vision/hearing records; accounted for language proficiency (EL status); verified attendance is >85% prior to intervention placement.
2
Phase 2: Group Dosage, Size & Scheduling Parameters
| Domain / Focus | Group Size | Frequency | Session Length | Target Cycle |
|---|
| Early Literacy / Phonics | 3–5 students | 4 days / week | 30 minutes | 8–10 weeks |
| Reading Comprehension | 4–6 students | 3–4 days / week | 30 minutes | 6–8 weeks |
| Math Computation / Fluency | 3–5 students | 3 days / week | 25–30 minutes | 8 weeks |
| Behavioral / Executive Function | 3–4 students | 3–5 days / week | 15–20 minutes | 6–8 weeks |
Do Not Supplant: Tier 2 must never pull students from primary core reading/math instruction.
Protected Time: Scheduled during WIN (What I Need), homeroom flex, or small-group station blocks.

Phase 3: Attendance Tracking & Dosage Fidelity
The 80% Dosage Benchmark
80% Minimum Attendance:
To reliably assess intervention effectiveness, a student must receive at least 80% of intended intervention sessions (e.g., 26 of 32 sessions in an 8-week cycle).
Session Logging Standard:
Record attendance immediately every session using standard codes: P (Present), A (Absent), T (Tardy >5 min), or C (Cancelled).
Make-Up & Dosage Triggers:
If a student misses 2 consecutive sessions, schedule a 1:1 or small make-up session during Friday flex. Notify homeroom & family if absences reach 3.

Phase 4: Progress Monitoring Calendar & Decision Rules
Positive Response
Data: 4+ consecutive data points above aimline.
Action: Continue current protocol to cycle end; celebrate and transition/fade student back to Tier 1 core with maintenance probes.
Questionable Response
Data: Data points hovering around aimline.
Action: Audit fidelity; increase group dosage (+1 session/wk) or reduce group size (e.g. from 1:5 to 1:3). Maintain target skill focus.
Poor / Flat Response
Data: 4 consecutive points below aimline.
Action: Convene SST/MTSS team; conduct deeper diagnostic (e.g. phonological vs rapid naming); modify curriculum tool or escalate to Tier 3.
