The Three-Part PLAAFP Framework (EdPlan)
A clear picture of a scholar's strengths is the foundation of a meaningful IEP. You must thoroughly address three distinct areas in EdPlan for every identified area of need:
01. Scholar Strengths
Must be data-based (classroom assessments, counseling records) and instructionally useful.
02. Parent Concerns
Must utilize the parent's actual voice and state specific observations. Avoid writing "None" or "No concerns".
03. Adverse Impact
Explicitly link the disability classification to the specific skill deficit limiting progress.
Counseling Case Study: Weak vs. Strong PLAAFP & Goals
Weak Example (Deficit-Only)
"Nolan has trouble controlling his behavior in class but is getting better. Goal: Nolan will behave in class as evaluated by counseling and teacher observation on an ongoing basis."
Strong Example (Data-Based)
"Due to emotional regulation difficulties, Nolan struggles with frustration during transitions, responding to 2 of 5 peer prompts with shutdown behavior. Goal: Given a counseling session check-in and 2 verbal prompts, Nolan will utilize deep breathing to transition to class with 80% accuracy by June 12, 2026."
