Deep Dive
Understanding the Strict Scope of ESLS Re-Evaluations
Maintaining clear boundaries between an ESLS re-evaluation and a Child Study Team (CST) evaluation is a critical legal and clinical requirement.
ONLY Propose Re-Evaluation In:
- Articulation / Speech Sound Production
- Fluency (Stuttering/Cluttering)
- Voice (Vocal Quality, Pitch, Resonance)
Outside Scope (Do Not Test):
Receptive or expressive language, vocabulary development, grammar/syntax, higher-level language skills.
đŸ‘‰ Elevate immediately to Case Manager & SPED Coordinator to trigger CST Referral.

Practice 1
Practice Session: Boundary Spotting
Review the three scenarios below. Decide if you would proceed as a Speech-Only ESLS Re-evaluation, or Elevate/Escalate to CST/SPED Coordinator.
Scenario A
A 5th grader currently classified as ESLS with articulation needs is demonstrating significant grammatical errors in classroom writing.
Scenario B
An 8th grader has triennial re-evaluation due. The student's articulation accuracy has regressed under peer speaking pressure.
Scenario C
A 3rd grader's teacher reports that the student is struggling to follow multi-step oral directions and has limited vocabulary.
Draft your answers in your notebook. Focus on the core clinical impact.

Exemplar
Practice 1: Exemplar Responses
Scenario A Action:
FLAG & ELEVATE to SPED Coordinator. Grammatical syntax deficits are outside the ESLS scope. Flag to SPED Coordinator to explore Tiered MTSS Intervention.
Scenario B Action:
PROCEED as Speech-Only ESLS. Re-evaluating articulation regression is purely within the SLP clinical domain. Check "Appraisal of speech" in EdPlan and proceed.
Scenario C Action:
ELEVATE to CST. Listening comprehension and vocabulary are receptive language skills. Testing language skills within a speech-only re-evaluation plan is a direct compliance violation. Flag to SPED Coordinator to explore Tiered MTSS Intervention.
Verify that you are protecting regulatory boundaries in your choices.

Core Idea 1
Protect the Boundary
"ESLS is a highly specialized speech classification, not a backdoor for comprehensive language testing. If you suspect language-based learning disabilities, you must elevate to the CST."

Pre-Referral Process
Pre-Referral Articulation & Fluency Flagging Process
When a classroom teacher flags a student with speech articulation or fluency concerns, follow this precise three-step MTSS pathway:
1
Flag Concerns
Classroom teacher notices articulation or fluency concerns and immediately flags the student to the Speech Therapist & Special Education Coordinator (SEC).
Initial Notification
2
Informal Observation
Speech therapist conducts an informal observation of the student. The sole focus of this observation is to provide actionable recommendations for MTSS goal support.
Sole Clinical Focus
3
Share & Implement
Speech therapist shares targeted goal recommendations and intervention suggestions with the SEC for formal MTSS implementation, if appropriate.
Actionable Collaboration
Focus: Supporting students through tiered MTSS before formal referral.

Practice 2
Practice 2: Mapping in EdPlan
A 12-year-old middle school student, Sarah, is due for her triennial. She is classified as ESLS with a diagnosis of severe stuttering (fluency). The teacher notes no academic or reading concerns, but Sarah exhibits blockages and physical tension when speaking.
Your Practice Task:
- What specific meeting invitation purpose do you select?
- Which assessment categories do you check? Which do you ignore?
- What mandatory procedures must be selected and who is assigned to complete them?
Draft your response using the EdPlan planning workflow.

IEP Writing
IEP Writing Process: PLAAFP & Goals
1. PLAAFP Area of Need
Must select Speech / Language under Area of Need. Under "Current Level of Performance", address:
- Strengths: Specific speech/language skills.
- Parental Concerns: Â Write 'Refer to parental input section of IEP.'
- Curricular Impact: How the speech disorder limits class participation.
2. Standards-Aligned Goals
Every speech goal in EdPlan must align with NJ Student Learning Standards (NJSLS).
- Condition: Must state "Given Speech and Language Services..."
- Targeted Skill: Copy/paste NJ standard language starting after "Student will...".
- Criteria: Must be highly measurable (e.g., 80% accuracy in 4 out of 5 trials).

Practice 3
Practice 3: Formulate a Standards-Aligned IEP Goal
Based on John Test's evaluation data: He is a 14-year-old with articulation needs who has made progress producing /r/ and /s/ blends at word and sentence levels with visual and verbal cues (60% self-correction in therapy).
Draft the following elements:
- Condition: Establishing standard speech services.
- Targeted Skill: Aligned with Speaking & Listening Standard (e.g., LA.8.NJSLS.ELA-Literacy.SL.8.4).
- Criteria: A measurable, realistic increase from his current 60% baseline.
Utilize exact compliance language as outlined in the IEP Writing Process Sheet.
