The Situation
The city of New Haven has grown too large for its coastline. There are no more trees to clear for houses, and the city's schools are overcrowded. The Mayor has proposed Operation: Sandcastle —a massive land reclamation project that would create a new 500-acre artificial island using sand from the ocean floor.
The Developers
"Progress cannot wait!"
Your Goals:
Convince the council that the city needs 10,000 new homes immediately.
Explain how the project will create thousands of new jobs for local workers.
Argue that modern engineering is safe and efficient.
Key Point:
"If we don't build, families will have nowhere to live and the city will fail."
The Environmentalists
"Protect the Blue Planet!"
Your Goals:
Explain how dredging sand kills sea turtles and destroys coral reefs.
Argue that losing biodiversity is a permanent loss for the planet.
Suggest alternative ideas, like "urban greening" or vertical farming.
Key Point:
"Once the reefs are gone, they are gone forever. We cannot manufacture nature."
The Residents

Learning Objective
Students will evaluate the environmental and human impact of land reclamation through a role-play scenario, ultimately formulating a personal stance on sustainable expansion.

Warm-up: The Dubai Mystery (5 min)
Use Slide 2 to display the Palm Jumeirah.
Discussion Prompt:
"Look at the shape. Do you see nature making circles and palm leaves like that? If not, how did it get there?" Focus on the concept of 'Human Innovation' vs 'Natural Forces'.

Town Council Role-Play (25 min)
Divide the class into 4 groups: Developers , Environmentalists , Residents , and Judges . Pass out the Role Cards and Argument Blueprints.
Teacher's Role (The Mayor):
Float between groups. Challenge the Developers on cost, and the Environmentalists on where people should live if the island isn't built.
The Hearing:
Opening Statements (1-2 min per group)
Rebuttal Round (Groups respond to each other)
Council Verdict (Judges announce their decision)

Reflection & Extension (5-10 min)
Reflection: Students complete the personal opinion paragraph on their worksheet. Remind them: "There is no wrong answer, but you must back it up with evidence."Extension: Launch Google Earth on the projector. Have students search for the locations on the "Land Detectives" sheet (Dubai, Hong Kong, The Netherlands).
