The Terror Trap Teacher Guide The Terror Trap
Instructional Facilitation Guide
Grade Level 10-12
Instructional Objective
Students will evaluate the justification of state violence and the suspension of civil liberties during times of crisis by simulating the governance of the Committee of Public Safety during the French Revolution's Reign of Terror.
Key Vocabulary
• Committee of Public Safety
• Reign of Terror
• Civil Liberties
• State Violence
• "Ends Justify the Means"
Lesson Sequence
05 Minutes
Warm-up: The Safety/Legality Paradox
Pose the prompt: "Is it ever okay for a government to break its own laws to keep people safe?" Use a Think-Pair-Share format. Encourage students to think about modern contexts (emergencies, war, pandemics) vs. historical ones.
10 Minutes
Contextualizing the Terror
Watch "The French Revolution: Crash Course World History #29" . Focus specifically on the segment from 7:00 to 8:20 . Ask students to note the sheer scale of executions and the specific role of the Committee of Public Safety.
25 Minutes
Simulation: Committee Decision Room
Divide students into small groups (Committees). Distribute the Crisis Command Cards and Committee Verdict Sheets .
For each crisis, committees must vote on a response: Ignore, Imprison, or Execute .
They must provide a written justification based on the "protection of the revolution."
Teacher Role: Circulate and push students on their logic. If they choose "Ignore," remind them of the risk of counter-revolution. If they choose "Execute," ask about the loss of public trust.
05 Minutes
Closing Reflection
Students complete the Revolutionary Reflection Journal . Discuss as a class: Why did the "Ends Justify the Means" logic eventually lead to Robespierre's own execution?
Facilitation Tips & Setup
Materials Check
• 1 set of Crisis Cards per group
• 1 Verdict Sheet per group
• 1 Journal page per student
Common Pitfalls
• Ensure students don't just "execute" everything for fun; hold them accountable to the justification requirements.
• Keep the pace moving—give only 5-7 minutes per crisis.

1
You ARE the Committee
Your only goal is the survival of the Revolution. Mercy is secondary to security.
2
Unanimous or Majority
Vote on every crisis. If you can't agree, the Revolution is at risk of paralysis.
3
The Verdict is Final
Every action requires a written justification. How does this specific choice protect the Republic?

— Maximilien Robespierre

Crisis 01
The Bread Riot
Location: District 4 Market
A mob of over 200 citizens has seized a local bakery, claiming the owner is hoarding grain to drive up prices. The baker, a long-time supporter of the Revolution, has been dragged into the street. The mob demands he be hung immediately. If you intervene to save him, the mob might turn on the Committee. If you let them kill him, you allow mob rule to replace the law.

Crisis 02
The Austrian Letter
Status: Intercepted Intelligence
A letter was intercepted addressed to an Austrian General. It contains detailed maps of Paris defenses. The courier is a 19-year-old girl who claims she was just paid to deliver it and had no idea what was inside. She names a prominent local merchant as the sender. The merchant is a cousin of a Committee member. There is no hard proof against the merchant other than her word.

Crisis 03
The "Liberty" Gazette
Subject: Sedition & Speech
A popular underground newspaper has published an editorial titled "The New Tyrants." It argues that the Committee is worse than King Louis XVI and calls for the immediate dissolution of the Committee of Public Safety. The author is a well-known intellectual who helped write the Declaration of Rights of Man. His arrest would cause a massive public outcry, but his words are fueling counter-revolutionary sentiment.
