Historical Context
Hammurabi ruled the Babylonian Empire from roughly 1792 to 1750 BCE. He ordered 282 laws to be carved into a massive black stone (a stele) and placed in a public square. This was one of the first times laws were written down and made permanent for everyone to see.

If the crops fail one year due to unpredictable flooding, what happens to the construction of the Ziggurat? Why would this be a "political disaster" for the King?
