Reading Growth Milestones Guide
Deconstructing the Goal: "≥ 60% of students meet or exceed projected MAP Growth from BOY to EOY"
Target Cycle: Annual (BOY → EOY)
Assessment: NWEA MAP Growth Reading
1. Goal Definition & Target Thresholds
To achieve this goal, 6 out of every 10 enrolled students must reach or surpass their NWEA-calculated Projected RIT Growth. Success is evaluated against tiered attainment bands at the End of Year (EOY):
Unsatisfactory < 50% Fewer than half grow
Approaching 50% – 59% Near target progress
Target (Met) 60% – 69% Goal Achieved
Exemplary ≥ 70% Substantial growth
2. What Concrete Success Criteria Look Like
Interim Milestones
Lagging & Leading Trajectory
- MOY Checkpoint: ≥ 48%–52% of cohort on-track to meet typical growth.
- Instructional Quartiles: Low-RIT students demonstrate ≥ 1.2x typical growth rate.
- Testing Fidelity: < 8% rapid-guessing rate across all MAP test sessions.
Classroom Practice
Instructional Levers
- Tiered Lexiles: 100% of students read appropriately matched stretch texts weekly.
- Targeted Skill Groups: Minimum 2 small-group sessions/week for urgent RIT bands.
- Vocabulary Mastery: ≥ 80% accuracy on weekly domain/academic vocab stems.
Student Ownership
Agency & Metacognition
- Data Literacy: 100% can articulate their personal RIT goal and focus strand.
- Goal Conferences: Completed 1-on-1 reading conference every 6–8 weeks.
- Self-Monitoring: Weekly tracking of comprehension passages and stamina logs.
3. Annual Progress Monitoring & Milestone Timeline
| Benchmark Phase | Target Metric / Criteria | Teacher Action & Evidence Required |
|---|
| BOY Baseline | | |
| Weeks 1–4 | Establish 100% baseline roster; identify strand deficits (e.g., Informational, Vocab, Literature). | Calculate projected growth targets per student; group students into 3 instructional tiers based on RIT readiness. |
| Q1 & Q2 Cycles | | |
| Weeks 5–14 | ≥ 75% student mastery on bi-weekly common formative assessments (CFAs) aligned to RIT sub-skills. | Conduct 1st round student goal conferences; re-allocate Tier 2 intervention groups based on CFA skill gaps. |
| MOY Interim | | |
| Weeks 16–18 | ≥ 50% of students meet/exceed mid-year conditional growth; ≤ 10% showing flat or negative delta. | Run Quad-Bubble / Student Growth Summary Report; launch intensive "Boost" camps for flat-growth students. |
| EOY Final | | |
| Weeks 32–35 | ≥ 60% of students meet or exceed overall projected growth from BOY baseline. | Complete growth audit; evaluate school-wide SLO attainment; document high-leverage practices for next cycle. |
Key Insight: 60% EOY growth cannot wait for Spring data. Success criteria must operate as daily and bi-weekly leading indicators.

4. Student-Facing "I Can" Success Criteria
To be shared in student data notebooks
When students take ownership of their RIT targets, growth velocity increases by up to 25%. Students meet their success criteria when they can verify:
Goal Awareness: "I know my starting RIT score (___), my EOY target score (___), and how many points I need to grow."
Specific Skill Focus: "I know my highest-need reading strand (e.g., Central Idea & Details, Context Clues) and practice it 3x per week."
Stamina & Testing Habits: "I take at least 1.5–2 minutes per passage question and use the process of elimination before submitting."
5. Core Instructional Levers (Teacher Success Criteria)
Differentiated Text Bands
Ensure Tier 1 shared reading features grade-level complex text with scaffolded supports, while independent practice aligns directly with student Lexile/RIT zones.
Targeted Small Groups
Form fluid, 15-minute small groups based on MAP Learning Continuum sub-goals (e.g., drawing inferences vs. decoding multisyllabic words), rotating every 3 weeks.
6-Week Data Response Cycles
Administer short 5-question mastery checks weekly. If fewer than 75% master the skill, reteach using an alternative multimodal modality before moving on.
Quarterly Student Conferences
Hold 3-minute individual data chats before and after every testing window to co-create actionable commitments and celebrate incremental progress.
6. Mid-Course Correction Matrix (MOY Decision Rules)
MOY Status
Cohort Indicator
Immediate Responsive Action
Accelerated
≥ 65% on track for EOY
Increase text complexity; introduce higher-order synthesis and analysis tasks.
On Pace
50% – 64% on track
Maintain core Tier 1 pacing; reinforce weekly vocabulary and stamina protocols.
Below Pace
< 50% on track for EOY
Add 30 min/week targeted intervention; conduct immediate testing fidelity audit.
