Pacing: 20 Min Deck + 10 Min Discussion
Slides 1–2: Strategic Framing & Executive Vision (3 Mins) Focus: Shift from Compliance to Asset
Key Talk Track: "We are not asking for more language for the sake of language; we are aligning our district with Massachusetts modern graduation guidance. By starting in Grade 7, we give our students the instructional runway required to reach functional bilingualism, compete for college honors, and access higher-paying regional jobs."
Slides 3–4: 4 vs. 6-Year Model & ACTFL Data (4 Mins) Focus: The 480–720 Hour Threshold
Key Talk Track: "ACTFL data proves that non-native speakers need between 480 and 720 hours to reach Intermediate High. Our current 4-year model caps out at ~360 hours. This is why our students currently drop out before AP and why our Seal of Biliteracy is almost entirely earned by heritage speakers. A 6-year continuum levels the playing field."
Slides 5–7: Frameworks, AP Readiness & CTE Engine (6 Mins) Focus: Workforce Wage Premium & Capstones
Key Talk Track: "Language is a technical workforce skill. We will embed Language for Specific Purposes into our CTE pathways—Medical Spanish in healthcare, technical trade Spanish on job sites, and business negotiation. Furthermore, taking AP in Grade 11 unlocks Grade 12 for university Dual Enrollment and DESE senior capstones."
Slides 8–10: 3 Phases, Scheduling & Immediate Decisions (7 Mins) Focus: Budget Neutrality & Clear Decisions
Key Talk Track: "Phase 1 requires zero new FTEs. By converting the middle school 9-week rotation into an alternating A/B credit course and eliminating low-enrolled repeat Level 1 sections in Grade 9, we optimize existing staff. Today, we need approval for a vertical audit, a CTE module pilot, and a scheduling working group."
Objection 1: "Will adding Grade 7–8 language require hiring additional FTEs immediately?"
Response: No. Year 1 focuses on curriculum alignment and restructuring discussions. Additional hiring will likely have to happen but at a later time.
Objection 2: "Does starting in Grade 7 crowd out exploratory STEM or arts courses?"
Response: It creates more space at the high school level. By completing Level 1 by Grade 8, freshmen free up a full elective slot in high school for CTE, honors STEM, music, and art electives, eliminating freshman scheduling logjams.
Objection 3: "Is a 6-year rigorous pathway too demanding for struggling learners?"
Response: Spreading foundational language over two middle school years lowers cognitive overload compared to the rushed 180-day Grade 9 course. Research shows early language acquisition boosts English reading comprehension and standardized test outcomes.
