Composite Score & Instructional Phase Placement
Total Screener Score: / 36 pts
Tier 3 Intensive 0–16 pts
Needs direct letter-sound correspondence, phonemic awareness (segmenting/blending), and high-frequency phonics routines.
Tier 2 Strategic 17–28 pts
Mastered simple consonants; target digraphs, initial blends, contrastive vowel drills, and pseudo-word decoding practice.
Tier 1 Benchmark 29–36 pts
Solid alphabetic principle; proceed to multisyllabic decoding, morphological inflections (-ed, -ing), and fluent grade-level passages.
L1 Cross-Linguistic Note: Differentiate phonetic decoding errors from accent/dialect phoneme approximations.

ESL Tiered Phonics Word Banks
Grade-Banded Lists for Instructional Fidelity & Target Practice (K–4)
Fidelity Word Banks ESL Structured Literacy
Tier 1: Everyday Social (BICS / High-Frequency)
Tier 2: General Academic (Cross-Curricular Tools)
Tier 3: Domain Specific (STEM & Social Studies)
GRADES K–1 Foundational Literacy & Early Phonics
Patterns: CVC • Short Vowels • Simple Blends
Tier 1 (Everyday)
sun bed hat fish jump milk dog cup red
Tier 2 (Academic)
same tell sort match list find mark pick show
Tier 3 (Content)
add plant stem soil coin solid root plus leaf
L1 Transfer Note: Spanish cognate support in Tier 3 (planta, sólido); emphasize short /i/ vs. /e/ minimal pairs (fish/bed) for Arabic and Vietnamese speakers.
GRADE 2 Transitional Phonics & Core Academic Vocabulary
Patterns: CVCe • Vowel Teams • 2-Syllable Compounds
Tier 1 (Everyday)
clean drive smile green basket window shout sleep lunch
Tier 2 (Academic)
chart cause effect order detail select compare solve group
Tier 3 (Content)
habitat liquid equal globe symbol fossil matter season map
L1 Transfer Note: Direct cognates: hábitat, líquido, símbolo, fósil. Watch silent 'e' in CVCe (Spanish has no silent 'e'; students may vocalize the final vowel: "driv-eh").
GRADES 3–4 Advanced Multisyllabic Phonics & Morphology
Patterns: Affixes • Latin/Greek Roots • Suffixes
Tier 1 (Everyday)
travel market listen sudden protect wonder simple follow gather
Tier 2 (Academic)
conclude predict contrast evidence sequence summary analyze describe explain
Tier 3 (Content)
ecosystem fraction migration perimeter erosion republic organism climate polygon
L1 Transfer Note: Rich Romance language cognate bridges (fracción, migración, erosión, república). Morphological awareness of suffixes (-tion /shun/) supports both decoding fluency and vocabulary fidelity.
Assessment Fidelity Standard: When assessing ESL students across tiers, ensure decoding tasks isolate letter-sound relationships before assessing oral vocabulary comprehension. Tier 1 words verify automaticity, Tier 2 assesses general academic literacy, and Tier 3 tests specialized morphology.

Teacher Vocabulary Reference Guide
Word Tiers, Brief Definitions & Cross-Linguistic Transfer Protocols
Teacher Reference Only Diagnostic Fidelity Standard
Tier 1: Conversational (BICS)
Everyday social words. High oral familiarity; focus on phoneme decoding.
Tier 2: General Academic (CALP)
Cross-disciplinary academic tools. Essential for prompts, texts, and reasoning.
Tier 3: Domain-Specific
Content-area STEM & Social Studies terms with specialized morphemes.
| Grade | Tier | Word & Phonics | Brief Student-Friendly Definition | L1 Cross-Linguistic Note / Cognate |
|---|
| K–1 | Tier 1 | fish Digraph /sh/ | An animal with fins that lives and swims in water. | Short /i/ may sound like /ee/ for Spanish/Arabic. Contrast with feet. |
| K–1 | Tier 2 | sort r-Controlled /or/ | To put items into separate groups that share traits. | Cognate: Spanish sortear. Final /rt/ cluster requires clear articulation. |
| K–1 | Tier 2 | match Trigraph -tch | To connect or pair two things that go together. | Short 'a' closed syllable; -tch digraph makes unvoiced /ch/. Spanish: emparejar. |
| K–1 | Tier 3 | plant Blends /pl/ + /nt/ | A living thing that makes its own food in soil. | Direct cognate: Spanish planta. Arabic L1: watch /p/ vs /b/ substitution. |
| Gr 2 | Tier 1 | clean Vowel team /ea/ | Free from dirt; to wash, tidy, or make neat. | Vowel team /ea/ makes long /e/ sound. Compare with antonym dirty. |
| Gr 2 | Tier 2 | cause Vowel /au/ + CVCe | The event or reason that makes something occur. | Cognate: Spanish causa. Essential pair with effect (efecto). |
| Gr 2 | Tier 2 | compare Prefix com- + CVCe | To look at two things to discover similarities & differences. | Direct cognate: Spanish comparar. Notice silent 'e' at word end. |
| Gr 2 | Tier 3 | habitat 3-Syllable hab-i-tat | The natural home where an animal or plant survives. | Cognate: Spanish hábitat. English initial 'h' is voiced /h/, not silent. |
| Gr 3–4 | Tier 1 | protect Prefix pro- + /kt/ | To keep someone or something safe from harm. | Cognate: Spanish proteger. Watch final consonant blend /kt/ clarity. |
| Gr 3–4 | Tier 2 | predict Prefix pre- + dict | To say what will happen before it occurs using clues. | Cognate: Spanish predecir. Latin root dict (say) + pre- (before). |
ESL Assessment Fidelity Directives
1. Accent vs. Decoding Deficit: Never penalize an ESL student for native phonological accent variations (e.g., /v/ articulated as /b/ or /th/ as /t/) if grapheme-to-phoneme correspondence is verified.
2. Nonsense Word Isolation: Do not give clues, definitions, or imagery during pseudo-word decoding (vap, zog). These isolate decoding mechanics from oral English vocabulary familiarity.
3. Cognate Activation Routine: For Tier 2 & Tier 3 words, prompt Spanish/Romance L1 speakers to identify cognate roots (plant / planta; compare / comparar) to determine conceptual knowledge.
4. Fidelity Scoring Verification: Complete screener within 8–10 minutes. Record uncorrected errors on scoring sheet. Calculate composite score to determine Tier 1, 2, or 3 intervention placement.
