Part 1: The US Civilian Blueprint

The Essential Question

The most powerful organization in any nation is the military because it holds the weapons. For a democracy to survive, the military must be subordinate to the laws and the elected leaders of the people. This is called Civilian Control. During the interwar years (1918–1939), the US and Japan showed the world what happens when this control is maintained or lost.

1. The Bonus Army Crisis (1932)

In 1932, during the Great Depression, 17,000 WWI veterans—the "Bonus Army"—marched on Washington D.C. to demand early payment of their government bonuses. They built a massive camp of shacks near the Capitol. President Herbert Hoover, fearing a riot, ordered the military to clear the camps. General Douglas MacArthur led troops with tanks and tear gas to drive the veterans out and burn their shacks. Although the public was horrified by the sight of soldiers attacking war heroes, the event is a classic example of civilian control. Even though the mission was politically toxic and many soldiers likely hated doing it, they followed the orders of the civilian President. The military acted as a tool of the government, not as a political force acting on its own.

2. The "Business Plot" (1933)

In 1933, a group of wealthy businessmen allegedly plotted to overthrow President Franklin D. Roosevelt and install a military dictator. They approached retired Marine Corps General Smedley Butler to lead a massive army of veterans to seize the White House. They promised him money and power to run the country. Butler immediately reported the plot to Congress. He stated that a soldier’s duty was to the Constitution, not to any group of wealthy men or his own personal ambition. By choosing the law over personal power, Butler protected American democracy from a potential fascist coup, demonstrating that in the US, the "swords" serve the laws.

Part 2: Japan's Independent Command

The Failure of Oversight: Interwar Japan

3. The London Naval Treaty Crisis (1930)

In 1930, Japanese civilian leaders signed a treaty to limit the size of their Navy to save money and avoid a global arms race. The military was furious, claiming this "infringed" on the Emperor's Supreme Command. They argued that because the Emperor was the head of the military, only officers—not politicians—had the right to decide how many ships were needed. This claim of "independent command" turned the military into a "state within a state." It led to the assassination of Prime Minister Hamaguchi by an extremist who believed the PM had weakened Japan's military honor. The military used this "independence" to ignore any law they didn't like.

4. The Manchurian Incident (1931)

In 1931, a group of Japanese officers in China blew up a section of their own railway and blamed it on the Chinese to justify an invasion of Manchuria. This was a "false flag" operation planned entirely without the knowledge of the civilian government in Tokyo. When the Prime Minister ordered the army to stop the advance, the generals openly refused. Because the military was legally independent, the civilian government could not fire the rogue officers or stop the war. Eventually, the politicians were forced to accept the conquest just to avoid looking weak. This proved that the military, not the elected government, was now in control of Japan’s foreign policy.

Part 3: Government by Assassination

5. The May 15th Incident (1932)

In May 1932, a group of radical naval officers assassinated Prime Minister Inukai Tsuyoshi in his own home. They believed that civilian politicians were corrupt and that the military should take over to restore Japan’s "national spirit." The most shocking part of the event was the public’s reaction. Millions of Japanese citizens signed petitions asking for mercy for the killers, seeing them as "sincere patriots" who only wanted to help the Emperor. The light sentences given to the assassins sent a terrifying message: the civilian government could no longer defend itself. From this point on, civilian political parties effectively died, as no politician dared to oppose military demands for fear of being killed.

6. The February 26 Incident (1936)

This was the largest coup attempt in Japan’s history. Nearly 1,500 soldiers occupied central Tokyo, murdered several top government officials, and demanded that the military be given total control over the nation. Although the Emperor eventually ordered the rebels to surrender and their leaders were executed, the event was a "victory through defeat." The high command used the fear caused by the uprising to demand even more power, arguing that only the military could keep "order." By 1937, the military had effectively taken over the entire government, leading Japan into a full-scale invasion of China and eventually into World War II.
