Divide the class into three groups: Britain (Red), France (Blue), and Germany (Green).Distribute the Scenarios and African Borderlands Map.The Empty Chair: Place a chair in the center of the room with a sign: "Reserved for African Leaders." Do not let any student sit there. Negotiate: Groups must draw their borders on the map to secure their resource goals. They must "notify" the other groups when they claim a territory.Debrief: Ask: "How did it feel to ignore the empty chair? What happened to the ethnic groups marked on your map when you drew your lines?"

Your Mission
You are a diplomat representing one of the major European powers at the 1884 Berlin Conference. Your goal is to secure the resources and strategic locations your empire needs. Rules: You may negotiate with other countries, but you cannot talk to or include the "African Leaders" (represented by the empty chair). You must draw your borders on the shared map in your assigned color.

Primary Objectives
Secure a continuous path from Egypt (North) to South Africa .
Control the Suez Canal and the Cape of Good Hope for shipping routes to India.
Claim areas rich in Gold and Diamonds .
Conflict Alert
The French are moving east from the West Coast. Do not let them cut off your North-to-South "Cape to Cairo" route!

Primary Objectives
Control West Africa and move eastward toward the Nile River .
Establish large Cash Crop plantations (Peanuts, Cocoa, Rubber).
Secure the Sahara Desert trade routes and Mediterranean access.

Germany is looking for "a place in the sun." Watch your claims in the central jungle regions and coastal ports.

Primary Objectives
Acquire strategic colonies in East Africa and Southwest Africa .
Establish your empire as a global power to rival Britain.
Focus on extraction of Copper and industrial minerals.
Conflict Alert
You are the "newcomer." You must be aggressive to carve out territory between the massive claims of Britain and France.
