Subject: Origins, Domino Theory, and Escalation

THE DOMINO THEORY (TEKS 8D)

Following World War II, the U.S. remained committed to Containment—stopping the spread of communism. In Southeast Asia, President Eisenhower promoted the Domino Theory.

The theory argued that if one country in the region (like Vietnam) fell to Communism, the neighboring countries would also fall, just like a row of dominos. To prevent this, the U.S. began sending money and military advisors to South Vietnam.

GULF OF TONKIN RESOLUTION (1964)

After reports of North Vietnamese boats attacking U.S. ships, Congress passed the Gulf of Tonkin Resolution. This was NOT a declaration of war, but it gave President Lyndon B. Johnson nearly unlimited power to send troops and use force in Vietnam.

This act significantly expanded the power of the Executive Branch (The President) over the Legislative Branch (Congress).

MILITARY ESCALATION (TEKS 8E)

With his new powers, LBJ began a massive Escalation (increase) of the war. By 1968, more than 500,000 U.S. soldiers were fighting in the jungles of Vietnam.

Subject: Jungle Warfare and the Tet Offensive

THE FRUSTRATING FRONTLINE

U.S. forces faced a difficult enemy: the Viet Cong. They used Guerilla Warfare—hit-and-run tactics, underground tunnels, and booby traps—to hide in the dense jungle.

To clear the jungle, the U.S. used Napalm (jellied gasoline) and Agent Orange (a chemical that kills plants). These weapons destroyed the hiding spots of the enemy but also harmed civilians and soldiers.

COMBAT LOG

The lack of a traditional "front line" and the difficulty of identifying the enemy led to high levels of stress and frustration for U.S. troops.

THE TET OFFENSIVE (TEKS 8E)

In January 1968, North Vietnam launched the Tet Offensive. They attacked over 100 cities in South Vietnam at once. While the U.S. military defeated the attack, the images on TV proved that the war was far from over.

Strategic Result: The Tet Offensive was a Psychological Turning Point. It convinced many Americans that the war could not be won, leading to a massive increase in anti-war protests.

Subject: Protests, Media, and the 26th Amendment

THE CREDIBILITY GAP (TEKS 8F)

Vietnam was the first "Television War." Every night, Americans saw graphic footage of the fighting on the news. They noticed a difference between the optimistic reports from the government and the reality of the war on TV.

This difference became known as the Credibility Gap. People stopped believing that the government was being honest about the war's progress or the reasons for fighting.

RESISTANCE AT HOME (TEKS 18B)

Students across the country led protests against the Draft (forced military service). In the case Tinker v. Des Moines, the Supreme Court ruled that students have First Amendment rights to wear armbands as a peaceful protest in school.

The movement reached its peak after the Kent State shooting, where National Guard troops fired on unarmed student protesters, killing four.

26TH AMENDMENT (1971)

Many young men were being drafted to fight at age 18, but could not vote until age 21. Protesters used the slogan "Old Enough to Fight, Old Enough to Vote." This led to the 26th Amendment, which lowered the voting age to 18.

Subject: Vietnamization and the War Powers Act

WITHDRAWAL (TEKS 8E)

President Nixon took office promising to bring "Peace with Honor." He started a plan called Vietnamization.

This plan involved gradually withdrawing U.S. troops and turning the fighting over to the South Vietnamese army. In 1973, a ceasefire was signed, and the last U.S. combat troops left.

THE END OF THE CONFLICT

In 1975, without U.S. military support, South Vietnam collapsed. Communist forces captured the capital city in what is known as the Fall of Saigon. Vietnam was unified under a single communist government.

WAR POWERS ACT (1973) (TEKS 19A)

To prevent another "Gulf of Tonkin," Congress passed the War Powers Act. It requires the President to notify Congress within 48 hours of sending troops and limits the President's power to fight a war without a formal declaration.

This was a major attempt by Congress to regain its constitutional authority over the military.
